Rank Air Force! If not now, while they're 24th in NoPoll, then they should definitely be ranked after a couple currently ranked teams lose this weekend. They're 7-2 with losses only to Boise State and Navy. To me, that should earn them a ranking soon, as long as they continue to win.
On the other hand, Louisiana Tech should not be ranked right now (and they aren't), despite a better record. 8-1 doesn't mean much if you play in the weaker division of a weak conference and have a weak out-of-conference, even if the loss was to Texas.
Let's let Louisiana Tech play at Marshall before ranking them. If they can pass this test, maybe they'll have earned it.
